Rand Paul Delays $40 Billion in Aid for Ukraine

Senator Rand Paul of Kentucky on Thursday single-handedly delayed a bipartisan effort to quickly send $40 billion in aid to Ukraine that Congress had been trying to rush amid the escalating brutality of the Russian war.

The Senate unanimity required to waive procedural hurdles and approve the humanitarian and military aid package that passed the House by a vote of 368 to 57 on Tuesday. Mr. Paul, a Republican and a libertarian who is generally opposed to US spending on foreign aid, protested and halted an extraordinary effort to rush through Congress the largest foreign aid package in at least two decades.

Mr. Paul had attempted to amend the bill to include a provision requiring an inspector general to oversee spending and was not satisfied with a counter-offer from party leaders to put the proposal to a separate vote. In his objection in the SenateMr Paul cited concerns about inflation and rising energy and gas prices.

“My oath of office is to the US Constitution, not to a foreign nation,” he said, adding, “We cannot save Ukraine by dooming the US economy.”

The Senate is still expected to approve the aid package, but Mr Paul’s objection will delay a vote until at least next week.

Any change in legislation would require a second vote in the House of Representatives and potentially invite other lawmakers to force their own changes, delaying agreement on the legislation. Senator Chuck Schumer of New York, the Majority Leader, told the Senate that lawmakers from both parties had concerns about the proposal.

“If every member had every bill in exchange for every little claim, it would mean a total and permanent paralysis of this chamber,” he warned. Mr. Schumer added, emphasizing: “If you have a proposal to amend a bill, you have to convince members to support it. The junior senator from Kentucky didn’t do that.”

As Russia’s campaign grows more violent as the war drags into an 11th week, some Democratic and Republican lawmakers have shed their skepticism about embroiling the United States—at least financially—in a war abroad. The $40 billion package would allow President Biden to authorize the transfer of up to $11 billion in American arms, equipment and military supplies, as well as send billions of dollars to support the Ukrainian government and refugees out of the country .

Antony J. Blinken, Secretary of State, and Lloyd J. Austin III, Secretary of Defense, warned Congress in a letter this week that the package must come into effect before May 19 “to provide uninterrupted critical military support to our Ukrainian partners. ”
